Read those two lines together and the picture is clear: most of the residual arriving at Singapore taps is combined chlorine, not free chlorine. Free chlorine is volatile. Leave a glass of it on the counter and it off-gasses on its own. Chloramine is more stable by design, and stability cuts both ways: what protects the water in the mains also means the household tricks that work on free chlorine work poorly on chloramine. Standing does less. So does heat, which is why boiling does not solve the problem the way people assume.

Showering changes the conditions again. Seki and colleagues, writing in the Journal of Dermatology in 2003, found that chlorine at 1.0 to 2.0 mg/L reduced stratum corneum hydration in patients with atopic dermatitis.
